Loosen the handlebar clamp(s) located directly in the center of the handlebars and tilt the bars forward or backwards. Be careful when you loosen the clamp that the bars do not fall all the way down and damage the tank. You can usually make the clamp snug so you can move the bars up and down but they won't fall. Get them where you want them and tighten the clamp. Also, if lowering the bars, make sure the grips, cables and turn signals clear the tank when the bars are turned all the way to the right and left in order to avoid damage to the tank.
