There is a boot that attaches at the base of the parking brake lever. Remove the boot by prying it gently with a flathead screwdriver. Once it is free slide it up and you will see a 10mm nut attached under the parking brake handle. You can tighten this to your liking with a deepwell 10mm socket. I'm not sure how to explain how tight you should make this by be careful not to overtighten as it will engage your rear brakes continuously and that's no good for many reasons.

If you want to change the brake light, you will need a Torx screwdriver. You will also have to open your trunk and remove the lens cover assembly.

Yes, a blown brake light fuse causes the shift interlock to malfunction. If the interlock can't tell if the brake is depressed or not, it won't shift out of park. The brake light fuse is a 15A in the engine bay fuse box.
