if you remove the rear wheels and brake drum casing there will be what looks like a small bronze-like gear in with the brake drum assembly. you need a specially made wrench to fit this, and then just turn it clockwise until you have reached the tension that you need. usually 10 to 12 clicks of the brake handle is good
