You either have the WRONG push rods in it, or you are not adjusting the valves correctly. There is a special way to adjust the valves and it would take to long to explain it to you. They don't just tighten all the way down. You need to get a book and READ about adjusting the valves.
Being an overhead cam engine, a Neon doesn't have push rods.
Double check the new push rods, they come in many lengths.
It's not really about what rockers you run. If you have guide plates, you need hardened push rods.
A 2002 Chrysler Sebring has an overhead cam engine. That means it does not have push rods.
