If the smallest it gets is larger than you need it to be, you need to remove a piece of the band. You can take it to a jeweler to do this for you.
Or you could look at one of the other websites that have pictures and instructions on how to do it. FYI...it's not an easy thing to do, so if you're not good with things like that, take it to a jeweler.
If it is actually an elastic band and pieces can't be removed, first check and see if there is anything on the band that allows you to fold part of it under (if it is too large) and tuck it under. If not, you can either cut it and sew in another piece to make it larger, or if it is too large, you can cut it and sew it together again a little smaller... but best to have someone who knows how to sew help you.
