there should be 2 screws on the carb one with a spring which is the idle screw turn it all the way in and start by screwing it out 2 and 1/2 spins the other screw is your fuel screw start 1 and 1/2 screws out play with them you will figure it out quite fast
You need to be much more specific with this question,
Is you issue with:
1st you have to disconnect your fuel lines and clamp them off. Turn you fuel switch to off. Take off your seats and then remove your fuel tank. Once the fuel tank is removed. Remove your air cleaner and the the black air box located directly under the fuel tank. Once this box is removed you will see the top of your carberater. Ok. then what do you do. is there adjustment screw? How knows this answer
There is a screw on the side of the carb which is an idle adj. Then there is a mixture screw on the bottom of the carb twards the front of the bike. I commonly hear about 2.5 turns out on the mix screw.

It depends on how many "cc" it has. If the moped if under 50cc than yes it's legal, but if the moped is over 50cc than no, is's illegal.
