Now a days there is little adjusting of these cables. Isnt this vehicle still under warranty? I would just take it to the dealership and tell them that the EB brake isn't engaging fully. Make them do it. Possible reasons for EB failure: Stretched cable, rear brakes are going bad, improperly adjusted rear brakes. The auto adjusting mechanism could be failing. The way this self adjusting works is - When you back up and stop then go forward and stop the mechanism is suppossed to adjust to the correct distance against the break shoes. If you jack up the vehicle (rear wheels off the ground) try turning the wheel you should feel some resistance. Then wheel should turn less than 1/2 turn on its own. If it is really esy to turn then the brakes arent adjusting properly. Hope this helps some.
