I assume you mean the angle of the headlights and not the brightness. On the headlights themselves are Allen screws with measurement markings and angle degrees. Loosen Allen screw and move bolt forward or backward to change angle.

My 1994 Volvo 960 is doing the same thing. Upon my own research online: The 960 uses a "self leveling" suspension which uses Nuvomat (sp?) suspension struts and springs. Evidently, when a spring fails that corner of the car will appear lower. Luckily, other than looking weird, it doesn't hurt the car, although, I suspect, the handling at high speeds is affected.
