Idle speed is computer controlled and is not adjustable. Is the speed is incorrect, you have a malfunction with the idle airflow control motor, another sensor, or the computer could need reset. A weak battery can cause the computer to "forget" how to idle. Unhooking the battery for five minutes resets that.
You don't. The ECM controls the idle speed. You have other problems causing the idle problem. Also, if the check engine light is illuminated, check for codes.
