set the cylinder to tdc on valve overlap. remove the valve cover. you may leak a small amount of oil so have a container to catch it or a rag to wipe it up. loosen the outer nut, turn the inner screw in or out to the valve lash setting as checked with a feeler gauge. while holding the inner screw from moving, tighten the outer nut and recheck the setting. after it is set, turn the motor over a few times by hand if possible and check the setting again

If it is a Briggs and Stratton engine, it sounds like you might have to adjust the valves. There is a built in compression release that lets it crank over easier. If the valves are too loose it will not release the pressure.
