On some toilets there is not a significant amount of adjustment (for the water in the bowl), but try this... inside your tank there is a tube that flows into the overflow pipe, assuring that this tube is putting water down that pipe will assure that you are getting the amount designed by the equipment in the tank. Some of this equipment have flow valves... but most do not. The maximum amount of water in the bowl is determined by its design in relation to the trap built into the toilet.
If you have a ball on the end of a rod in the tank, most people just bend the rod a little bit to lower the water level.
If you have the fill valve that is in the corner and has a float the rides on a shaft, there is a rod that runs from the arm at the top of the valve to the float. On the bottom of this is a clip that you can move up and down to adjust the water level. On some valves the rod is plastic and can be turned with a screwdriver from the top end of the rod.

I have heard that sometimes certain toilets under certain conditions can cause siphoning of water from the bowl of other toilets. Of course, that would require you to have two toilets on premises. If so, check the Cadet water level before and after flushing the non-Cadet toilet. Good Luck

The water level in the tank is not high enough to start with possibly. The flapper may not be holding enough air. Some low flush toilets have a plastic divider or ring around the flapper drain that limits the amount of water. This can be removed. I would adjust the water level in the tank so that it stops filling when the level is 1/4 inch below the top of the overflow tube.
There is a screw on the top of the fill valve, but these are usually corroded. Most people just bend the rod holding the float to adjust the water level.
The toilets refill because water is leaking past the flapper. In your case, you are running some water or turning water off right when the toilets are ready to refill and your action "jiggles" the ballcock to start. The toilets are also refilling at other times but you have not noticed yet. Get them repaired.
