Rear disc or drum?, if its disc there's an inexpensive tool used to turn in the the caliper piston if this has been done and they still drag a sticky E-brake cable or binding calipers or master cylinder problem may exist
It would be the rubber pad that sits on your brake pedal. Unless they were referring to brake pads, which are the pads which enables your vehicle to stop by pressing the brake pedal.
Brake pads are the pads that sit on top of the rotor that when the brake pedal is pressed the brake pads squeeze the rotor and the car stops. Signs that they need replacing are if you hear squeaking when pressing the brake pedal.
You may be able to adjust the pedal. You might also have air in the hydraulic line and need to get the air out.

The brake pads or brake shoes are worn and rubbing against the rotor or drum, Disc brakes use brake pads and brake drums use brake shoes. Need to get them replaced before they cause too much damage or you will wind up with repairs or replacement of the rotors or drums also.

put new disks and pads in my 2005 V beetle bleed them and brake pedal still not to the top go down about 2inchs how do i get a nice hard pedal
