i set the parking brake on my 2002 f-350 and it does not hold. I havent found where to adjust it on the truck. Can I adjust it or do I need to take it to a repair shop?

You cannot adjust the clutch on a newer gmc truck because they come with self adjusting clutches. If you have no free play at the top of the pedal you may have to adjust the linkage to give free play.
If the truck has disk brakes in the back then you have to adjust the emergency brake cable underneath the vehicle by loosening the outer lock nut then tightening the adjuster nut and then you re-tighten the outer lock nut down to the adjuster nut.
The 1990 K1500 pickup truck parking brake is equipped with a adjustment bolt. Turn the adjustment bolt in or out to adjust the parking brake.
1st make sure that rear service brakes are adjusted properlyThere should be an adjusting bolt either under the vehicle at the junction of the 3 cables or at the parking brake itself
Run the truck backwards to about 10 Mph, hit you brakes very hard. This will adjust your brakes in general.
The parking brake needs adjusted, Look under the drivers side body and you will see 1 long cable coming from the front of the cab and running towards the rear close to the frame and just behind the cab or were the bed panel starts you will see that cable going to a bracket that has a long stud- bolt in it and then you will see 2 cables that head towards the rear wheels. Tighten the nut or stud that's in the bracket, and it will start to tighten the 2 cables that go to the parking brakes in the rear. Adjust it a little at a time tell the parking brake in the truck starts getting tighter and until it holds the truck from moving. If you adjust the cables to tight then the parking brakes will drag NOT GOOD. When you think your done and the parking brake is kinda hard to push and it will hold the truck from moving. Check yourself by putting your truck in neutral with parking brake off. And it should roll, If not then loosen cable up a little till it does roll free when not ingauged.
Need to know what brake system you have, e.g., hydraulic disc, s-cam foundation air brakes, air disc brakes, air piston brakes, etc. All are available on different Fuso products.
If you mean that the rear brakes won't work or that the parking brake won't release, it's probably because they are wet and the ice is keeping the parts from moving. If it's the parking brake, dry everything out then lube the cable. If the rear brakes aren't working, make sure the brakes are dry when you park for the night.
It can, yes. If you adjust your method of braking properly to account for the absence of weight, it shouldn't. If you simply slam on your brakes, it often will.
the brakes were applied very hard and the engine light came on and the truck just idled fast with out being able to step on the gas , idled in to parking lot shut off truck and then the truck worked and engine light went off.
