Well (this may not help as I'm 13 (but female) but most girls work the same way, I think), there isn't a way you can garante it, but if you don't know her that well then get to know her as a friend. Then you know more about what she likes and dislikes and how to act and so on. Once you think you know her really well then go for something she's most likely to say yes to, best to her face and in private as if she does regest you then you'll feel better. But some girls just don't go for lads younger than them, but I don't know. Just give it your best shot.
I am a 15 year old girl and I really like a boy who is 13 nearly 14. I say just ask her she might really like you also. :D
