There is no asking really. You go up to this boy/girl and ask him/her if you want to go hang out. Try to act cool and not be nervous. If he/she says yes, it does not mean that you are dating or are boyfriend/girlfriend. Keep dating and once you get comfortable, you can bring up the subject with your date.
