Tu-habites tu? or Tu-habitez vous? are both acceptable ways of asking where people live in French. You would reply, by saying: "J'habite a..." without the ellipses, followed by wherever it is that you live.

You can certainly ask questions in other languages. Just file them under "Translations" or one of the "Questions in ___" categories. You might not get an answer very quickly, though -- depends on how many people who read French or other languages check into the site.
