Another possibility is to use heavy duty staples with round tops versus flat [the kind of staples telephone cable is attached to the baseboards and trim in a house or office]. These are usually available at local hardware stores and big box home improvement centers like Home Depot, Lowe's, or Sutherland's.
Another possibility is to glue some tubing [even a cut section of a "soda straw" may work it the weight and torque loads are not too great] glued to the wood, and the axle inserted through the tube or straw.
You also could cut small "tabs" out of an aluminum or steel can and bend them to surround the axle, and then glue, staple, or screw those tabs to the wood.
