This depends on what sending unit you are speaking of. If it's a fuel sending unit, this is in the gas tank. You will have to drop the fuel tank to do this.
On the fuel sending unit there may be one ground wire going into the tank. On the inside of the tank there are two ground wires. One goes to the sending unit, and the other to the fuel pump. One of those ground wires may be faulty.
On most American made cars you can test the sending unit by removing the wire attached to the sending unit at the tank and ground or touch to the tank itself. If the needle on the gauge goes to full, the sending unit is registering properly. If it does not move it could also indicate the wire has been severed between the tank and the guage.
