Go to the top of the skyscraper in Downtown (it is blocked by yellow tape). Fly up to the top to find Betty Jetty. She will taunt you and take off.
Chase her, but keep your distance to Dodge the green glowing balls she throws. After six or seven sets, you can zoom close enough to hit her. (If you get hit by too many balls, you will fall and have to begin pursuit again.)
When you catch her, she is tackled by Ned Noodlehead. (You will need to get a hot dog and go to the comic book shop.)
