Pirates are usually driven to acquire riches by robbing others. In the past, unskilled sailors would join pirate crews because there was little well-paying employment. In modern times, conditions of poverty offer incentives to become lawless gangs, either on land, or at sea as pirates.
Pirates were either elected as captain or If they owned the ship they could be captain or if a pirate was desperate he/she may commit mutiny in which case they would nominate themselves as captain.
You can't 'become a pirate', however, you can buy pirate-themed clothing from the Gift Shop (if it is featured in the Clothing Catalogue). You can also receive or buy pirate-themed items (which sometimes are free) when Rockhopper the Pirate docks his ship at the beach; sometimes adventure-themed parties offer pirate-themed free items as well. For example, the Adventure Party, which is going on now, offers a Puffle Pirate Bandanna if you complete a quest to find paper boats all over the Island. Rockhopper is in Club Penguin currently as well, and you can go to his ship and see if there are any clothing items you like.
Most pirates were once sailors for the navy that were veterans of war. However when peace came these men lost their jobs and were forced to do what ever they could to survive. Sailing and fighting being their only skills they resorted to privateering as means to survive.
You'll need a boat, weapons and a crew. If you cannot afford any, steal them.

The English pirate Edward Teach, commonly known as Blackbeard the Pirate, was the Captain of the pirate vessel Queen Anne's Revenge. The ship was originally a British frigate named the Concord, and ran as a slave ship. She was captured by pirate Captain Benjamin Hornigold, and given to Blackbeard, who at the time was one of his men.Blackbeard ran the ship aground in Beaufort Inlet, Carteret County, North Carolina, in November 1996. The shipwreck's artifacts continue to be recovered to this day.

Whoever owns the ship gets to either pick the captain or be the captain. After that, whoever stays alive longest can be captain. There really weren't all that many rules governing pirates -- that was kind of the point of being a pirate.
