If you have a particular topic or subject you want to write about, I would suggest sending a query letter to the editor in charge of the department. In your query, breifly state who you are, and give a description of your stroy idea. Also be sure to include any "reasons" why you should be writing this story ( ie: you have interviews lined up with experts, you have a specialized knowledge of the topic, etc).

I would suggest starting first with a small town or county newspaper. They may or may not pay you, but they will be more likely to accept a story from a local.
