First off, replace or check your brake pads and ensure that both your brake cylinders are clean and not frozen up with mud and rust. Make sure you adjust the little adjustment wheels out so that you can just barely, and I mean barely get the brake drum to slide over the brake shoes. It will usually be tight at first and then as it goes into place, it will loosen back up. If they are not a tight fit, your wasting your time trying to bleed them out. The master cylinder has a little sleeve and pump only about the size of the human pinkie finger, so if the brakes are not adjusted out tight, the shoes will never make it out enough to contact the inside of the hub. If your thinking maybe you need a master cylinder rebuild kit, first clamp off the hose with vice grips or clamp. Make sure when doing this, that you protect the hose with a rag or another piece of rubber so as not to damage or cut your hose ok! After clamping, if your brake lever is firm, you do not need a rebuild. If it is leaky or you hear fluid bypassing anywhere, order the kit. You can bleed brakes by gravity feed or just have someone pump your lever and hold while you loosen the brake bleeder valve on the inside of the wheel just enough to let any air out. Do this a couple of times starting with the furthest wheel from the master cylinder. Then do the same for the other wheel. Do not let your master cylinder run low on fluid while doing this or you are wasting your time again. The master cylinder cover can be off for this process as long as you keep the reservoir full.
