You need a helper. Have someone depress pedal & hold. While pedal still down, crack open bleeder (top, behind backing plate) to allow air to escape, then tighten. Have helper release pedal & repeat until you hit fluid. Periodically check reservoir & add if needed. it helps to have some vac tubing that fits bleeder (clear) so you bleed off into container. If you can make it to a shop, most only charge 40.00 or so for a bleed.

The 2000 Mercury Sable starter can be found on the right hand side of the engine. The starter will be near the back of the engine.
The Mercury Mountaineer has hydraulic brakes, not air brakes.

The 2000 Mercury Sable starter will have three retaining bolts. There will be two cable retaining nuts on the front of the starter.
It sounds like you need to bleed the system of air.

torque specs 2000 mercury sable 3.0 12V rod bolts
In a 2000 Mercury Sable : The thread on cap on the engine coolant reservoir is the pressure cap / radiator cap
