In order to block magic, you would need to be pro-active and protect yourself/loved ones/home from any harmful influences. Witches Bottles were commonly used for this, an ancient defence, known throughout folklore. It is made on an individual basis. The idea is to protect yourself and at the same time, send back whatever is being sent at you. You should never be the originator of harm, nor seek revenge, but you can protect yourself. To make a Witch's Bottle, take a bottle or a jar. Half fill it with sharp objects, also add herbs and crystals of protection. It should then be buried where it can remain undisturbed. So long as the bottle remains buried and unbroken, it will protect you from any evil directed against you. Other forms of protection include Amulets and Talismans. Talismans are active objects designed to give specific power, protection and encouragement to those that wear or own them. Amulets are intended for general purposes and usually provide reactive protection from danger, illness and ill-fortune.

Creatures with Flying may block creatures that don't. Note that in Magic, creatures do not 'attack directly' as such, they are declared as attackers, and then creatures may be declared to block them. The creature with Flying in this case, can block creatures with, and without Flying.

If you mean the standard Block Sets, that would be the Zendikar Block. Zendikar, WorldWake and Rise of the Eldrazi. M11 is due to be released July 16 2010.
Are we talking type 2 or just from the alara block or including all sets?
If by best you mean most broken, then either Urza's Saga, Mirrodin, or Shadowmoor (that is by block not as much by set).
