Safe Mode is a way of allowing the user to access the Control Panel, Hardware Manager, and other portions of the Windows operating system so that changes can be made when the system is unstable. If the computer continually boots into safe mode, Windows may have to be re-installed. Usually, once the computer has booted to Safe Mode successfully, it can be shut down and restarted to boot into normal Windows operation. If the computer will only boot in Safe Mode, new hardware which has just been installed may need to be reconfigured in the Hardware Manager, or completely removed and reinstalled. Be sure that the proper drivers are loaded before connecting new hardware, as Windows may attempt to use drivers from its library which are not compatible with the hardware.

There are many "components" of Windows 98, far more than seven. In addition to MS-DOS files needed to boot the system, you have WIN.COM, several core drivers, such as VMM.VXD, configuration files like WIN.INI, and dozens of kernel mode and user mode .dlls, like COMCTL32.DLL and GDI.DLL.
