You cannot load 2 photos simultaneously in paint. You can however load 2 instances of Paint and load 2 different photos and edit accordingly. You can also cut/copy from one and paste into another.
This can be done as well using one program instance. Load the first photo, copy. Then load the second photo, and paste.
Please keep in mind that size attributes may not be the same so many times you'll need to expand your dimensions with whitespace to give you proper room to edit.

Copy the pic- go to paint- edit- paste
after that right click away from the pick.. it will say paste from click it... after that click on the photo from the box that popped up and hen click open and you can keep doing that....
