Answer: All sarcasm aside, you can do this very simply and cheaply by getting some burlap or other type of cloth with a loose weave, and attaching it to the back of a fan, preferably a box type fan.
parts needed:
Box Fan
Burlap or other loosely weaved cloth that will completely cover the back of the fan
water
Optional - Spray bottle
Set the box fan up somewhere in your home, if your interior humidity is high you will want to draw air from the outside. if the interior humidity is low close the windows and set the fan up anywhere inside.
Take your Burlap or other cloth and get it thoroughly wet with cool water, the colder the water the better the cooling effect. Wring the cloth out so its damp but not dripping wet.
Using cheap magnets or simply tape attach the burlap to the back of the fan and turn it on.
Make sure you keep the cloth wet at all times to keep the efficiency at its peak. if you dont want to keep soaking the cloth and wringing it out simply spray the cloth with a spray bottle of ice water.
You can get more sophisticated with a swamp cooler by adding a water pump to constantly keep the cloth wet but you will also need a drip tank and other miscellaneous parts to make it work.
