with the engine off put the e brake on just enough for it to click once. then turn the vehicle on. worked in my girls 99 blazer depending on year/model of the truck, mid to late 90's have a fuse in the fuse box i believe its labeled DRL or DR, remove that fuse and the lights will not come on except with the switch
DRL - Daytime Running Light (relay). Found over the top of brake pedal area under dash. Used in conjunction with Automatic light Control Sensor, head lights, fog lights, and control switches to control light operations. Your automatic lights and Daytime Running Lights are controlled by this module.

I believe there should be a photo sensor on the top of the dash, normally on the passenger side. I had the same problem with my Chevy Tracker lights. I lifted the sensor cover and unplugged it then put the cover back on.

if you pull up ever so slightly on the e-brake the lights wil go out. carefull not to engage the brake while moving. but just lifting it a little will engage a sensor that turns out the lights.

Answer If there is a way please don't do it. Remember the FOGS as you call them are still two additional lights that oncoming cars have to deal with at night. Answer Put a piece of electrical tape over the daytime running lights sensor. The headlights will automatically be turned on when you start the car. You can now push the button to turn on your Fog lights and they will stay on while you are driving. You can also pull the knob out to the first position to turn on parking/indicator lights only and your fog lights will still be able to work. Your daytime running lights will be off.
