If a password is set then you can't unless you have access to the Administrator account. That is what passwords are for.
However you can (as administrator) set up accounts so that they do not require a password.
Depends on HOW and WHY you want to bypass it.
If you want to access files on hard drive AND have access to the computer, then just boot a LiveCD and copy/read/write files you want to.
If you want to just find the password.... well, good luck. Linux security is very good.

You can try john the ripper(sudo apt-get install john), perhaps from LiveCD. Read documentation about it for more info.
The way to bypass a power on password is to switch your phone into airplane mode. You could also just reset the phone if needed.

It depends on what you mean by old. An old Dell desktop from way back in 2011 can probably be easily overclocked, but a recent Dell desktop from 2004 might be impossible to overclock.
