we use folloing steps ............

1. weight 300 grams of cement

2. mix water equal to .85 times of the normal consistency

3. place the mix in vicat apparatus

4. needle for initial set test brought closer in contact with paste

5. then needle is released gently and penetration of needle is noted down

6. initial set said to be occur if needle pass , 5mm above the glass plate
