Hey. It's a little difficult, but there is a way. First, make sure you buy 8-10 ultra balls. Next, save the game right before you battle Lugia because this might take a few tries. After that, battle Lugia and get his HP down as much as you can. (BE SURE NOT TO MAKE HIM FAINT OR YOU HAVE TO START OVER!!). Next, just start throwing ultra balls at him. (You can also freeze, paralyze or confuse him to make it easier, but you don't really have to). You should eventually successfully catch him. If not, just keep turning off and trying again. Actually, you can catch lugia with an ultra ball, but it's pretty tough. You're better off using the master ball, and leaving some room in your party so you can use him to help defeat master Greevil.
