Peacock Butterflys are out in spring and summer from about March-August and they come out from 7AM-4PM. They will be around blue, purple and black flowers (if you don't have any of these flowers than the butterfly won't come) but they won't be there straight away so you have to be paitent and just wait unless you get lucky.
Well, it takes time. You must look around the town to find him, which is not necessarily catching him. It is practically not possible to catch him. Usually, he is hiding behind a tree.

For 2011, it is 24th of November but for the Let's Go To The City version, it's called Harvest Festival. At three o' clock the party begins. At the town hall there is two tables and the mayor is there as well. Keep taking forks&knives from the mayor, don't deliver them, find a turkey called Franklin and give him the forks&knives. He'll give you furniture in exchange.
