For most Saturns, the third brake light cover pulls off from inside the vehicle exposing the bank of bulbs. The bulbs are or at least WERE only available from GM dealerships. Perhaps they are more generally available now.

If you want to change the brake light, you will need a Torx screwdriver. You will also have to open your trunk and remove the lens cover assembly.

Yes, a blown brake light fuse causes the shift interlock to malfunction. If the interlock can't tell if the brake is depressed or not, it won't shift out of park. The brake light fuse is a 15A in the engine bay fuse box.
There is no brake light relay. There is however a brake light switch located above the brake pedal.

There was a manufacturing problem with the original equipment brake light sockets which allowed many to fail prematurely. Saturn attempted to replace all of the brake light assemblies through a recall campaign. If your brake light assembly has not already been replaced, contact your local Saturn dealer.

Just bring it to the place that you bought the bulb, and they will show you. Buy the bulb at an auto shop.
