As Dave says there is no obvious reason to do so.

However if you put a 200mA fuse or circuit breaker in series between the supply and the load you will protect the load from pulling more than 200mA from the supply should the load malfunction. That way the load is protected from damaging itself (if that was your concern).

The question from me is why would you want to. A power supply's output size is governed by the connected load to the supply. A 4 volt 2 amp power supply can also be stated as a 4 volt 2000 ma (1 amp = 1000 ma) power supply. The existing power supply's capacity is 10 times greater than the one that only has a 200 ma output. This means that the original power supply can run loads up to a total of 2000 ma or 2 amps.
