Reach up under the front bumper and over to the side you can find the back where the light harness goes into the light assembly. I recommend you may want to lie on the ground to see where it is. Rotate the end of socket and pull back and the bulb will come out in the socket. You can now take the bulb out and change it and repeat the procedure in reverse to reinstall.

There is a liner that keeps you from reaching up from underneath on my Limited edition 2005 4Runner. You can get in from the top/front by reaching around a rubber sheet that is hanging under the front of the hood to the right of the light assembly. Feel back, find and unscrew the socket, and then push the socket/bulb up through an opening between the headlight housing and the windshield washer fluid reservoir neck. The wires are just long enough to allow you to change the bulb, which is just a press fit (wiggle it in and out). Replace the socket as you took it out, turning it counterclockwise until it seats and then clockwise until it locks. Removal and replacement of the socket are blind, but the whole job is less than 5 mins.
