I own a 2002 Dakota and the fuel pump and fuel filter is located in the gas tank I would assume the same for a 2000 Dakota

The fuel filter on the 1999 Dodge Dakota is a combination Fuel Filter/Pressure Regulator. It is mounted to the top of the Fuel Pump which is mounted on the fuel tank. You must remove the fuel tank to change the fuel pump. Depressurize the fuel system, Drop the tank, replace the pump.
I went to get one at Advanced at the salesman looked it up and told me a Dakota in the 98-2000 (?) range don't have fuel filters.
