Standing in front of the bad headlight assembly with the hood open notice the two black tabs sticking up behind the headlight assembly. Those two tabs lock the headlight assembly in place. Remove the tabs by wiggling and pulling straight up. Once the tabs are out you can wiggle the complete headlight assemble out the front. Now you can remove and replace the bad bulb.

are you trying to change the entire headlight assembly? or just the bulb.
To change the headlight bulb on a 1989 Chevy Celebrity reach down in behind the composite headlight fixture and disconnect the appropriate wire plug then give the bulb a counter clockwise twist, and pull it out. Reverse the process to install a new bulb.

There are two clips on the wall that holds the headlights. Push the clips away and pull the headlight housing out.
