Open rear hatch. On the body next to the tail light is 2 screws. Remove 2 phillips head screws. Pull on tail lamp. It should pop out, be careful there are 2 clips on tail light that will break. They are used to help hold tail lamp into body. After pulling tail lamp and not breaking tabs( if you do break it will still mount back up) there are a few screws that fasten a circuit board to inside of tail lamp (dont be scared of the term circuit board its really not that technical) remove them. Pull circuit board, Now most of the time these boards are burned out and is the reason for bulbs not working on these models. I would replace bulbs and circuit board if it showed any sign of melting. Please let me know if this helped.
you most likely need to change them

If the air conditioning light is blinking on a 1992 Chevy Pickup, it is possible that the Freon is low in the air conditioning system. it is also possible for this light to blink when the radiator fluid is low or there is a problem with the air conditioning belt running the pump.
