This is the Honda Magna 1100, the biggest bike of the VF series. The air filter needs to be changed or cleaned regularly. Remove the seat and the passenger seat. Remove the gas tank, held in place with one bolt. Shut the petcock and remove the fuel line to the tank. When you remove the tank you will see a square black box on top of the carburetors. Unscrew the lid on this box and you can see the air filter. You can use a paper filter, but these may be rather hard to get by now. Many Magna owners have gone over to home-made Polyurethane foam filters, the kind of yellow foam used in chair upholstery. This can be easily obtained and cut into the proper size for the air filter box. Use a small, sharp knife or a pair of scissors. When the foam has been cut to the proper size, you should wet it in thin engine oil mixed with a little gasoline. The you just wring it almost dry. This is to trap the small particles and prevent them going through the filter. This kind of home made filter can only be used in areas that don't have a lot of dust in the air and it must be cleaned or replaced every 1000 km or so. Don't attempt to make your own paper filter as this will probably not saty in place and leave the engine exposed to dust. For very dusty conditions use the original paper based air filter for the Magna made. I have noticed that aluminium air filters for these bikes are now produced in China and sold on E-Bay.
