Unlike serpentine belts where a spring tensioner makes the job difficult, Subaru uses v-belts and a long threaded rod to tension the belt. You have to remove the two pulley shrouds at the top to gain access to the belts and tensioners.
Subaru Forester has a timing belt.
The 2.5 litre four cylinder engine in a 2000 Subaru Forester has a timing BELT
Follow the recommendation in your owner's manual.
You don't "set" a timing belt. There is no adjustment, either it's right or it's not. You change a timing belt at whatever interval Subaru recommends for your Forester. --Ken

Yes, and it must be replaced every 105,000 miles. Warning: This is an interference engine.
it was most likely installed incorrectly or you had a pulley seize up
Yes,belt brakes it will ussually bent the valves, not every time but 99.5% of the time.
Your A/C belt is loose and needs to be tightend or replaced.
If you are talking about when you are parked, my 2006 Forrester will stop beeping at you if you buckly your seat belt then unbuckle it. The warning does not come back on
