Daytime running lights
Does it have Daytime running lights? It will be on with them
check fuse for the running light module.
Usually the lights will be always on the only way to turn them off manually is when you engage the parking brake, if you need them off during the day time you can pull up the parking brake to the first notch and it shouldn't affect the brake at all. That's how I do it on my 98 jetta at least
Basically, it comes down to the year of the vehicle, and whether it has "City" lights. Running lights (a.k.a. daytime running lights) can be an intergal part of the headlight bulb, meaning that it's the same bulb, as your low beams, just lower voltage signal. With city lights, you need a different bulb. Refer to a Repair Manual (I prefer Bentley [TM]).

See sources and related links below for replacement bulb information. Then consult your owner's manual for the daytime running light (DRL) bulb replacement procedure. As simple as it sounds, the owner's manual is the best place to start for bulb replacement instructions and illustrations. You may want to consider replacing both left and right at the same time in order to keep brightness and color equal (optional).
