There is no such thing as "brake oil." There is brake fluid that can be replaced (if you wish) at JiffyLube or one of the other fast-lube shops. The mechanic will open a small valve at each wheel to drain old fluid while an assistant replenishes the fluid level at the master cylinder.

How can I tell if I need to change my brake oil?

If, when you use your brakes, there's sort of a delay or squishy feeling, then you probably need to change your brake oil. Generally, you should flush your brakes (change the oil) every 30,000 miles or so. Also, if you just look at the stuff, it should be clear or yellow-y. If it's dark or black, it needs to be changed.
