There is no adjuster. The Electronic Control Unit (ECU) sets the idle speed and you can't change it.
My Honda, in good running condition, idles at 700 RPM This is what it idled when it was new. For the 1989 Honda your idle speed should be between 750-1000 RPM and if you have any questions look under your hood and it will tell you right there.
