I have the same problem with my 1999. The tail lights as well as the interior instrument panel and the license plate lights are all not working.
to wire the license plate lights you must have lights and wire them to the scooter.
No, the license plate light is wired in with the rear tail lights, not the brake lights.
The license plate lights are not in a separate fuce by it seft. They are the same as your side marker lights. So, check if your side marker lights are working and if they are them is a bad license plate light bulb.

You can remove the panel inside the back of the car. From there you can access your tail lights and your tag lights.
That would be the lights that illuminate the rear license plate.
There are plastic bulb covers on either side of the license plate. Unscrew the screws and take the covers off. From there you can insert new bulbs.

The following Instructions are for all 1991, 92, 93 DeVille Sedans and Coupes.Remove rear license plate.Remove 4 nuts underneath license plate.Separate license pocket (with reverse lights) from body.Remove license plate lamp socket from license plate pocket (1/4 turn counter clockwise)Pull bulb (straight out) from socket.Push new bulb into socket (line up blade to slot in socket).Install license plate lamp socket to license plate pocket (1/4 turn clockwise)Install license pocket (with reverse lights) on to body.Install 4 nuts underneath license plate.Install rear license plate.
The license plate lights are located just above the license plate. Open the tail gate part way to make removal easier (unless you enjoy squatting). Remove the Phillips screws and replace the affected bulb.
