There are a couple of different ways. One you can crack the seal around the cover by loosing the screws/bolts and allowing the fluid to drain out. Another, you can remove the inspection cover and using a siphon pump. remove the fluid that way. If yours is so equipped, remove the clutch inspection cover and then remove the plug located on the bottom of the primary cover. Drain fluid into a suitable container.

FLH/FLT/FXR Evolution 1984-1998 - the flt/flh series models calls for 4.0 qts. (3.8 L) engine, 1991-1998=20-24 oz. (591-710 ml) in the transmission, and 1991-1996=38-44 oz. (1.1-1.3 L) in the primary. I do suggest investing in a repair manual.

The FLH had a higher compression ratio and hence more power than the FL. The FLH can be identified by having 7 cooling fins cast into the head to disipate the additional heat generated by the increased compression.
In 1955 Harley added the model FLH Super Sport. The FLH has polished and flowed intake ports and has 8:1 compression. In 1955 the FL had 7.25:1 compression. (Prior to 1955 the compression in the FL was 7:1.) The letter H = High Compression.
