The switch itself can be accessed by pulling the control panel bezel out from the dash. It simply clips in, and is pretty easy to do. The only difficult thing is getting the bottom of the bezel clear of the steering column. Take your time and identify the hang-up areas, and it will come out eventually.
The fan switch is located within a module that also has the thermostat and the air location (defrost/vent/floor) controls. The module is held in by plastic fingers that when depressed, allow the module to slide out. It's pretty easy to identify the actual switch from that point.
Now, if anyone can tell me where to buy a replacement switch, I'd appreciate it!
The neutral safety switch, on your 1999 Chevy Tahoe, simply plugs in. Unplug the neutral safety switch and replace it with a new one.
