You can change the file name extension (format) with an Audio Converter. Free audio converters are available online. Simply Google: free audio converters.

An audio clip is a piece of a song . You can divide the clip using windows movie maker I have absolutely no idea.
If you only want the audio from the video clip, this is how you get it:> Import your video into Windows Movie Maker> Switch to the Time-line View of the program> Drag your video into the Video track> Click the + button beside the word Video (to open up the tracks)> Then, click, hold and drag the audio down into the Audio/Music trackYou will notice that the video portion has disappeared and all that remains is the audio. Publish/Finish/Save the audio (which will be exported into a .wma format).

The way to remove the video from the audio (and only retain the audio) is by dragging the video clip to the MUSIC/AUDIOtrack in the Time-line view of Windows Movie Maker instead of the Video track.Once you have the audio there, publish/finish it. That will change the video to an 'audio' format (in this case a .wma).
You can't stretch an audio clip to any length other than it actually is.
You need to right-click on the Music/Audio track for adjustment options.
You can use any audio file in WAV, OGG or MP3 format and add it as either a sample or an audio clip to your FL project. If you want to make a recording directly into FL, then use the Edison plugin. Once you finish your recording, you can use Edison to edit the audio before FL asks you where and how to save it and then add it automatically as another audio clip.
You have to Split that section away from the rest of the project. Once the section is split away, mute the scenes before and after the clip. Then you can add audio to the clip (on the Music/Audio track) or use the video's own original audio.
You use the Edison plugin and record directly into it. Once you have a final cut of the audio, FL will ask you what format, to compress it or not and where to save it just before it places itself as an audio clip to be used in your FL project.
It depends on what video editor you're using. I can only help if it's Widows Movie Maker- near the top, there will be a button that says 'Clip'. On that, go to 'Audio', then 'Mute.' You'll have to do this with every clip.
Download (or create) an audio clip of a 'Bleep'. Add it to the audio track on the clip portion you wish to bleep yourself out on.
