They require a special tool. Go to the dealer and buy new belts. They will come with the tool and instructions.
These are cigar lighter sockets. You should be able to get them from your Subaru dealer, but I replaced the one in the console of my Outback with a socket from the auto parts store.

That all depends on where it is leaking. If it is not leaking the hose does not need to be repaired, the problem is elsewhere.
