Yes it does I too own a Mazda protege 95 with a 1.5 liter and i had to replace the tone ring on my mazda. I ask what does this do and the shop told me its for the abs. But only the LX and ES model has it.
It is located in the tank. You may be able to access it from under the seat. If it is not obvious to you I suggest you get a repair manual for this model.
With my 2001 Protege 2.0 ES I am getting between 28 and 29 mpg.

Deciding between these two cars really depends on what your looking for and what amenities are important to you. The mazda generally has beter mileage but the Honda Civic is consistently seen as reliable and having a good resale value. I would personally prefer a Mazda Protege because unless you have the funds to purchase a Honda with model upgrades.
As far as i know the block and head on the earlier model 626's(96-98)also work....is the same engine,the only difference is the intake manifold(which the 2000 626 one is an upgrade for the mzdaspeed protege)and the ignition which is different than the coil-on-plug on the protege////
