hi im currently trying to replace my fuel filter in a 2000 Honda civic si which is same car as the 99 si and i know you need to un screw gas cap and unplug the fuel pump then use a 12 mm pipe wrench to unscrew the filter i can not find where the plug for the fuel pump is at though. i have taken out my back seat and unscrew the plate that has 4 screws but that is not the fuel pump
i just changed my fuel filter on 99 si civic. fuel pump is under the back seat. after you remove the four bolts holding the plate over the area you'll see electric wires. i unplugged all three i could find. them turned my car on, it stalled. diconnect the neg from battery. take off banjo bolt (top) disconnect bottom bolt. then three mounting screws. after the fuel filter holder is free then you can attack the bolt that holds the filter onto the device. good luck. it took me a long time cause i was worried about stripping the stubborn bolts and the space is super tight.

Honda Automatic transmissions use an internal filter that is designed for the life of the transmission. It is extremely rare that one would have to be changed. Also do not do a power flush on a Honda transmission as it will ruin the internal seals.
